In my experience, a lot of struggle, and you end up with the same error message. Renaming the exe files is one resolution for Windows cannot find issue. If it still exists, here is the last solution for you. sfc scannow is not recognized as an internal or external command in cmd (Basically I need to access FTP site and want to setup IIS) I have set path also in Environment variable Also cannot do anything from Registry Editor. When it is finished, you can check to see if the Windows cannot find issue still exists.
